windows 7 - Does changing HDD improve speed?

    Not sure if it is okay to seek this kind of help here but I was unsure. I will delete my question upon depending on your answers.

    I have a PC with this specs:

    Motherboard Name : Gigabyte GA-790FXTA-UD5

    CPU Type : QuadCore AMD Phenom II X4 Black Edition 965, 3415 MHz (17 x 201)

    RAM: Kingston 9905403-083.A00LF 2 GB DDR3-1333 DDR3 SDRAM (9-9-9-24 @ 666 MHz) (8-8-8-22 @ 609 MHz) (7-7-7-20 @ 533 MHz) (6-6-6-17 @ 457 MHz) X4 (Total 8GB)

    Video Adapter : NVIDIA GeForce GTS 250 (1 GB)

    Disk Drive : ST31000528AS ATA Device (1000 GB, 7200 RPM, SATA-II)

    Generally using 6-7% CPU and 40% of RAM but my computer is seriously slow. I have Windows 7 64 bit OS. I was told changing my HDD to a faster one would save me from ridiculous slowness. Even my start up takes like 6 - 8 minutes :(

    I am not sure if I could use an SSD drive with my motherboard. Do you thing a HDD change could improve my experience? Cause if I change one of my CPU/RAM/Motherboard I will need to change 3 of them :) I would love to have a opinion.

    I just assembled my new PC and it screams, BUT it's only recognizing 8 GB of RAM in BIOS and OS rather than the installed 12 GB. In the BIOS the RAM was registering at 1066 MHz so I set it to 1600 MHz. I updated the BIOS to the latest non-beta release.

    I've installed the Beta BIOS 0808 but no luck!

    Drop RAM speed to 1333 MHz, most memory controllers on the CPU won't be able to run all 12 GB at 1600 MHz.
