How can I keep the time always on top/always visible when I'm using different apps in the Modern UI mode? Thanks!

You can't keep your task bar clock since Metro apps completely different than the desktop behaviour. You can however hover the mouse on the right top/bottom corners of screen to get the sidebar. Once you see the sidebar hovering your mouse over any button will show the current time.

Alternatively, you may keep your metro applications vertically by placing them on your left side. So that you can see the more metro apps and/or desktop in the same view. So you can get the desktop's task bar clock for view.

Can the Windows clock be configured to display a 24-hour-based time?

Is it possible to make the windows clock display its time in a 24-hour format instead of the default 12-hour format? There doesn't appear to be any way to do this via the UI, but I'm wondering if maybe there's a registry setting somewhere I don't know about.

    Thanks!

Yes you can. It's not on the Time control panel, it's on the Regional Options. You'll have to make a custom region that uses 24h time. The time format should be "H:mm:ss" instead of "h:mm:ss".
