windows 7 - In Thunderbird, how to prevent users from creating new mail accounts?

I have just setup our company e-mail with a popular online e-mail provider. E-mails will be retrieved from the online server via Thunderbird installed on Windows 7 PC's. I wish to exercise administrative control such that Thunderbird will only connect to the particular account with the particular online e-mail provider I originally set it up with.
Which is to say, I want to prevent users from accessing their personal e-mail (e.g. Gmail, Yahoo, Hotmail, etc.) by simply creating new accounts on Thunderbird.
Is this possible? How to do it? Users are currently non-admin users with program access restrictions enforced via parental controls.
My company uses Microsoft Outlook for mail and most of the users are on windows using Outlook. I use linux (yay!) and so can't use Outlook (damn!).
I am using Thunderbird to access the mail via IMAP and so I am not getting the voting buttons that my colleagues are sending for various stuff. Is there any way I can read the voting options sent and spoof a response by sending a manually written message, in a particular syntax may be? That'd be great.

I found there is a format. Just change the header of the response for your option.
For example
Would you come to the meeting?
You reply to that voting email with Yes: Would you come to the meeting?
beside Re: Would you come to the meeting?
