    Assuming you wanted an inbuilt mechanism to convert to a wi-fi hotspot, you could use the Wireless Network Wizard. However, and if I know Microsoft, they might over-complicate things. Also, I never used the tool, so my description might be wrong.

    1. Go to My Network Places (usually at the Start Menu, or in the Control Panel)
    2. in Network Tasks go to Set up a wireless network for a home or small office
    3. Select Set up a new wireless network
    4. Configure your network. I assume that you should use WPA encryption (but due to my own knowledge I can't be sure).
    5. How do you want to set up your network? This is where you can tell how to transfer the settings to the different devices. I assume you want to do this manually.
    6. A prompt will ask you to print certain data and to conclude the process.

    As far as I know, this is the only inbuilt mechanism in Windows XP.

    No way. Only Vista and above with a decent enough wifi card can create a hot spot. Windows XP can only create ad-hoc connection. That's an OS limitation. You should get rid of the old XP as soon as possible

    I'm seating in a public library located over a McDonalds, and every couple minutes I am kicked out of the free library wifi connection, and presented (on my browser) with the McDonalds wifi offer.

    Is there a way for me to block the McD wifi from intruding like that? Unfortunately, the McD network seem to be of greater strength, and right now I cannot move as all the tables in the library are taken...

    Well, you can add the public library wifi network to your preferred network list and move it up the priority list (higher than the mcdonald one)...

    The network isn't intruding; you have indicated you would be happy connecting to either (Windows XP remembers that you connected once, and assumes that you'd be happy to connect again). Use your wireless network utility to remove the entry for the undesired SSID.

    There is an article on about.com showing how to disable the auto-connect mechanism so you don't get bounced between connections.
