windows 7 - New GPU crashing on startup

Recently bought a GeForce 8400 gs (1024mb DDR3 version) in hopes of upgrading (if you can call it an upgrade) my already out of date tower (Dell Inspiron 530) and just needed graphics better than the poor integrated hardware. I had upgraded the PSU from 300W to 520W without any problems.
I upgraded the video drivers and everything. But for some reason on startup the gpu crashes (screen going into standby and tower restarting into safe mode) and the dump just reads back the video driver. Any ideas how to fix this?

- Video is GMA3100 G33/31 Express Chipset Family (integrated)
Are there any programs available for monitoring and measuring GPU temperature? I'd prefer something free, and for either Windows XP or Windows 7.

CPUZ http://www.cpuid.com/cpuz.php is a free utility for such things. Also GPUZ http://www.techpowerup.com/gpuz/ is good too, for graphic cards.
