google - Why does Chrome sometimes automatically tweet when I start Chrome?

Say I posted a tweet with the latest version of Google Chrome yesterday, and today when I start Chrome again it will post that tweet again in the background. Why does it do that and how can I stop it?
It happens sometimes, but not always... I'm guessing 1 out of 10 times.

When I try to put Google Chrome in the Windows (Vista 64) startup folder, the browser launches with a blank page and then stops responding. Manually launching Chrome works perfectly well. What is causing this and - more importantly - how can it be fixed?

Add the shortcut to the startup folder. Alternatively you can add chrome via scheduled tasks. (control panel)
